Tirto.id is an online media publisher registered with the Indonesian Press Council (Dewan Pers Indonesia). Tirto's verification can be seen directly through the Press Council's official website (https://dewanpers.or.id/data/perusahaanpers).

Tirto is also registered as a legal entity in the Ministry of Law and Human Rights (document attached). On the 'Tentang Kami' and 'Kontak' sections on our page, we provide plenty of information about us, ranging from how the company was established, its vision, office address, telephone number, and email account. Meanwhile, the 'Redaksi' section provides information about our editorial staff. People can freely find all of the information on the links below:

For the fact-checking project, Tirto does it in two formats. First is the Fact-Checking format. In this format, we directly test the claims made by social or political actors with official data, scientific journals, and/or official sources. We do it real-time or through fact-checking articles that we have made to be published on our page (https://tirto.id/q/periksa-data-gqo). For the live version, we carried out this project for the first time during the Jakarta gubernatorial election in 2017 (https://tirto.id/cek-fakta-debat-pilgub-dki-jakarta-2017-putaran-1-chqf).

The second one is the ‘Periksa Data’ format. In this format, we publish articles that discuss issues in society. In the articles, our team will do data verification using official data and write it in a short analysis report (mild-report) about the issues. The articles have been published on our page (https://tirto.id/q/periksa-data-gqo) since January 2017.

During the general election in Indonesia 2019, we placed our fact-checking product on our sites' homepage, in the category of "Hoaks atau Fakta Pemilu 2019" (https://tirto.id/berita-hoax-fakta-pemilu-2019-df9D).

1. The applicant is a distinct team of a legally registered media, Tirto.id, which is registered with the Indonesian Press Council and the Ministry of Law and Human Rights -- though none of the details can be seen on the website.

2. The fact-check stories are done by members of the research department, but it is unclear if it was set up exclusively for fact-checking and if they have other tasks and responsibilities apart from fact-checking.

3. On average, it published more than one fact-check a week over the period of 12 months.

4. The majority of its fact checks focus on claims related to issues that relate to or could have an impact on the welfare or well-being of individuals, the general public or society. These include Covid-19 hoaxes, misinformation that can incite racist sentiments, etc.

5. Tirto.id is considered as an independent media in Indonesia, and it is not controlled by the state, a political party or politician.

Our fact-checking effort can be traced back to 2017, the same year we were launched. We believe that there is a huge need to establish a more robust fact-checking effort in the digital era. As a result, we are the first media company in Indonesia that applied for the IFCN's signatory. We have archived our fact-checking project on a page on our website. Our fact-check articles can be found in the following tags:

The fact-check page is under the responsibility of Tirto's research department. However, the fact-checking effort is conducted through the collaboration between the research department and the editorial team. For the coming years, we are trying to focus more on the disinformation spreading through instant messaging apps, such as WhatsApp.

But this seems to be a technical glitch because a Google search found stories from those two months:

Section 2: A commitment to Non-partisanship and Fairness

To be compliant on nonpartisanship and fairness, applicants must meet these five criteria

  • 2.1 The applicant fact-checks using the same high standards of evidence and judgement for equivalent claims regardless of who made the claim.
  • 2.2 The applicant does not unduly concentrate its fact-checking on any one side, considers the reach and importance of claims it selects to check and publishes a short statement on its website to set out how it selects claims to check.
  • 2.3 The applicant discloses in its fact checks relevant interests of the sources it quotes where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. It also discloses in its fact checks any commercial or other such relationships it has that a member of the public might reasonably conclude could influence the findings of the fact check.
  • 2.4 The applicant is not as an organization affiliated with nor declares or shows support for any party, any politician or political candidate, nor does it advocate for or against any policy positions on any issues save for transparency and accuracy in public debate.
  • 2.5 The applicant sets out its policy on non-partisanship for staff on its site. Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

Criteria 2.1
Proof you meet criteria
Please share links to 10 fact checks published over the past year that you believe demonstrate your non-partisanship.
Please briefly explain how the fact checks selected show that (I) you use the same high standards of evidence for equivalent claims, (II) follow the same essential process for every fact check and (III) let the evidence dictate your conclusions.

In our fact-checking effort, we only refer to reliable sources. In our standard, we should first refer to three levels of resources. The first level is government data (public) and (private) companies. The second one is intergovernmental organizations (eg: UN), international institutions (eg world banks, IMF), reliable consultants and research institutions, and top journals. The last one is the national news agency.

In cases related to the examination of facts related to issues, events, or political debates, we also make confirmation efforts in accordance with journalism principles. Some examples can be read from the results of our articles by displaying the results of confirmation of key informants.

Section 5: A commitment to Standards and Transparency of Methodology

To be compliant on methodology, applicants must meet these six criteria

  • 5.1 The applicant publishes on its website a statement about the methodology it uses to select, research, write and publish its fact checks.
  • 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
  • 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.

  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

We declare our fact-checking methodology on this page: https://tirto.id/insider/metodologiriset.

On this page, we are not only explaining the format of the fact-checking efforts that we do but we also state the sources that we use in testing verifiable facts. We use three levels of resources. We also ensure that certain sources have been confirmed or re-checked.

In each case, fact-checking involves various sources of issues/problems/chronology findings that we will explain in each published article. If We use various open-source tools, we also include a brief explanation of how we use them in the article.

In essence, we are open about what we do in our fact-checking efforts. If we add some information or link to the source that we use, we are always stating it in each of our fact-checking articles.

The applicant's methodology is published on its website, on the page called Research Methodology: https://tirto.id/insider/metodologiriset

It says the fact-checking articles comprise two types: real-time fact-checking (e.g. during election debates and presidential speeches) and "special articles" – presumably referring to debunking misinformation or disinformation.

The applicant usually doesn't contact people who make the claim because it usually fact-checks online claims, and the origins are usually unclear. However, in fact-checks where it is possible to contact those who made the claim, such as YouTuber Deddy Corbuzier, who often spreads Covid-19 conspiracy theory in his talk show eposiodes, the applicant also didn't try to contact him.

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

The corrections policy, which is based on the one from the Cyber Media Guidelines, gives a general guidelines on how to handle corrections, and the one example given shows the applicant sticks to the policy. However, the corrections policy does not cover how major mistakes, those requiring revised conclusions of a fact check, are handled.

So far, we have tried to rigorously maintain our standards only to publish articles that pretty much have definite conclusions. Therefore, it is quite rare for fact-checking articles to get a correction.

However, for real-time fact-checking effort, if we make a mistake, we will publish a correction article with correction information and still include the original (initial) link of the article as in the following example: https://tirto.id/koreksi-data-agus-ingin-menambah-800-an-sekolah-inklusi-ciPV
