Organization: JTBC
Applicant: Jaewon Choi
Assessor: Boyoung Lim

Background

The applicant, JTBC Factcheck, is the fact-checking arm of JTBC, a legally registered comprehensive programming broadcaster in South Korea. It is currently the only IFCN Signatory in the country.

The applicant has been producing fact-checking reports in a broadcast segment on a near-to-daily basis since September 2014, covering a wide range of issues including claims made by politicians exclusively on the basis of their accuracy, rumors on social issues that are of public interest, disinformation on international relations and politics as well as rumors based on fake or fabricated images. In the previous year, their fact-checking efforts have been mostly focused on debunking rumors surrounding the COVID-19 pandemic and misinformation on the COVID-19 vaccine.

JTBC Factcheck is one of the best known fact-checking initiatives in the South Korean media landscape. It started as a sub-segment of JTBC Newsroom in September 2014 and regularly verified statements made by influential politicians and debunked rumors that spread online. The efforts they made to tackle misinformation during the 2016-2017 Presidential impeachment of Park Geun-Hye, when mis- and disinformation was widespread among Park supporters, contributed to elevating their reputation. Their impressive track record led other media outlets to launch their own fact checking initiatives. JTBC Factcheck is also known for its reputation of producing high-quality fact-checks and being highly relevant with issues of the time.

Assessment Conclusion

The applicant is fully compliant with all of the criteria required by the Codes of Principles. The changes they made after the first assessment meets all the requirements set under Criteria 2.5 and 5.6, which were initially assessed as partially compliant.

JTBC is a nationwide general programming cable TV channel in South Korea. JTBC Factcheck's About Us page ( https://news.jtbc.joins.com/factcheck/about/, archived here https://web.archive.org/web/20210228165812/https://news.jtbc.joins.com/factcheck/about/) states that JTBC Factcheck is JTBC's fact-checking segment that has been running since 2014. However, nowhere does the language mention JTBC's legal status.

Instead, their methodology page ( https://news.jtbc.joins.com/factcheck/methodology/ , archived here https://web.archive.org/web/20210228203801/https://news.jtbc.joins.com/factcheck/methodology/) states JTBC's legal status as CATV broadcasting business entity under South Korea's Broadcasting Act. While this meets the requirement for compliance, it would be better to include this language in the About Us page.

With the increase in access to internet and social media, the presence of fake news has become manifest in South Korea. To combat this ongoing issue, JTBC has created a fact checking segment in the Newsroom on September 2014. This segment is still being broadcasted today on weekdays Monday to Thursday.

The JTBC Fact checking team is consisted of 7 members including a reporter, a CG designer, a producer and four writers.

With over 1070+ fact checking articles, we check statements by influential politicians, verify fake news and/or false information spread, without confining to political issues. We have also been dealing with the fake news spread through social media including Youtube, Facebook and Twitter.

Last year, we have partnered with Facebook to find and halt the spread of misinformation on social media. This year we are planning to strengthen this partnership to go up against the plethora of fake news being continuously circulated online.

Section 2: A commitment to Non-partisanship and Fairness

To be compliant on nonpartisanship and fairness, applicants must meet these five criteria

  • 2.1 The applicant fact-checks using the same high standards of evidence and judgement for equivalent claims regardless of who made the claim.
  • 2.2 The applicant does not unduly concentrate its fact-checking on any one side, considers the reach and importance of claims it selects to check and publishes a short statement on its website to set out how it selects claims to check.
  • 2.3 The applicant discloses in its fact checks relevant interests of the sources it quotes where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. It also discloses in its fact checks any commercial or other such relationships it has that a member of the public might reasonably conclude could influence the findings of the fact check.
  • 2.4 The applicant is not as an organization affiliated with nor declares or shows support for any party, any politician or political candidate, nor does it advocate for or against any policy positions on any issues save for transparency and accuracy in public debate.
  • 2.5 The applicant sets out its policy on non-partisanship for staff on its site. Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

Criteria 2.1
Proof you meet criteria
Please share links to 10 fact checks published over the past year that you believe demonstrate your non-partisanship.
Please briefly explain how the fact checks selected show that (I) you use the same high standards of evidence for equivalent claims, (II) follow the same essential process for every fact check and (III) let the evidence dictate your conclusions.

  • 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
  • 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

Most segments produced by JTBC Factcheck opens by introducing why the issue or claim to be fact-checked has been selected by the team, or explains why the issue or claim is important. The anchor starts the conversation with the fact-checker by asking questions or introducing the issues, sometimes including the reach of the matter. This lets the viewers take a look into how the team chooses the issues they fact-check.

In applicable cases, JTBC Factcheck set out relevant evidence that supports the claim, but also provide viewers with evidence that undermines it. Especially when they fact-checked claims made by politicians, they would present legislative rules as well as exceptions that counter the rules to portray the full picture.

The applicant generally makes efforts (and mentions such efforts in their segments when their efforts did not yield desired results) to reach out to the person who originally made a claim that triggered controversies. In cases where the applicant fact-checked claims made by politicians, the applicant did not always reach out to the politician who made the claim in every case. This is because they could either debunk or confirm the validity of the claim through other means that were more relevant to the issue, or the claim made was controversial in nature, thus did not need more clarification from the politician.

Although JTBC Factcheck makes it easy for viewers to send in claims to check and feedback on the articles, it is not clear for the public to expect what cannot be fact-checked. Adding more description on what isn't fact-checkable and providing some examples would be idea.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

Although the applicant states that there were no corrections made in the previous year, the assessor found a correction made by JTBC Factcheck in August 2020, following a complaint from a viewer. https://news.jtbc.joins.com/article/article.aspx?news_id=NB11962266

The applicant's explanation to the corrections are as follows:

"※Last revised time: August 4, 2020, 5pm

Deleted the broadcast video and replaced it with graphics. This is because a request for deletion was received from a viewer who is related to the person in the YouTube video. As a result of receiving the request and internally reviewing it, there were no problems in the broadcast process such as mosaic processing, but it was decided to delete it in order to help the person heal and recover. We ask for your understanding."
